The Avian Municipal District serves the residents of Sycamore Lane, Birch Court, Municipal Oak, and surrounding branches. The Clerk's Office maintains public records, processes filings, and provides access to district services. It does not provide opinions on who was right. It has opinions. It does not provide them.

This spring has been active. The Court has processed four cases this term, including two nest abandonments, a noise matter under compliance review, and a domestic dispute about humming. Solo nesting consultations with approved contractors are up. The third bench at Municipal Park now has three regular occupants, none of whom have filed paperwork.

Residents seeking legal representation will find a licensed practitioner listed on this portal. The Clerk's Office does not recommend her.

The fax line remains not operational. Please do not ask again until autumn.

The Coo operates independently of the Clerk's Office and has been reminded of this whenever it publishes something the Clerk's Office would have preferred it didn't.

How do I file a nest abandonment claim?
Petitions may be submitted through the eCourt Public Portal or in person during business hours. Documentation should include a description of the nest, the date of departure, and evidence of where the respondent went. "He knows what he did" is not evidence.
How do I file a noise complaint?
File with the Clerk's Office. Include dates, times, description of the noise, and its apparent purpose. Residents describing the noise as "you'd have to hear it" are advised that the Clerk has heard it. The Clerk lives on Municipal Oak.
Is the third bench a designated residence?
No. The third bench is a bench. A recent ruling awarded it to the respondent. This was a custodial outcome, not a reclassification of furniture.
Is SecondNest affiliated with the district?
No. The Clerk's Office lists it because not listing it resulted in more questions than listing it.
Can I attend a court hearing?
Hearings are open to the public. Seating is limited. Spectators who have already formed opinions are asked to keep them at foraging volume.
What are quiet hours?
Quiet hours prohibit sustained vocal performance between 9:00 PM and 6:30 AM under Ordinance 9.3(a). The Court has encouraged the respondent to acquire a timepiece.
